The short version
- Some places and some people may not use Vanna, because of sanctions and local law. This page is our one official list. Our other documents link here.
- Tier 1: no access. We do not offer the Services in the United States and its territories, the Canadian province of Ontario, Russia, Belarus, places under comprehensive sanctions and a few other high-risk places. We block access to the Interface from them.
- Tier 2: some features off. In some places you can use Vanna, but features such as Perps, Predict, referral rewards or Copilot are switched off. Copilot is not available in the EEA, the UK or Switzerland.
- People and companies on sanctions lists, and anyone acting for them, may not use Vanna, wherever they are.
- We restrict access by IP location and other technical measures we may use, and we ask you to confirm that you are eligible when you sign in or connect a wallet.
- Do not use a VPN or any other tool to get around these rules. If you do, you break our Terms and you bear the consequences.
- The list changes when the law changes. Please check this page.
1. Why this page exists
One World Technology LLC ("Vanna", "we", "us") operates the Interface from St. Vincent and the Grenadines. We apply the sanctions that bind us or our service providers, and we take account of the sanctions and local laws that apply to our users. These include sanctions of the United Nations, the United States, the European Union and the United Kingdom, and local financial and gambling laws that restrict certain products.
This page defines Restricted Jurisdiction and Restricted Person, which are used in our Terms of Use, Testnet & Rewards Terms and other documents. If a summary elsewhere differs from this page, the stricter of the two applies.
2. Definitions
2.1 Restricted Jurisdiction
A Restricted Jurisdiction is any country or region listed in Tier 1 (section 3).
2.2 Restricted Person
You are a Restricted Person if any of the following applies to you:
- you are a US Person, as defined in our Terms of Use;
- you are located in, or ordinarily resident in, a Restricted Jurisdiction. For a company or other organisation, this means it is incorporated or organised there, or has its registered office or main place of business there;
- you are a Russian or Belarusian national, unless you are also a national of an EU or EEA country or Switzerland, or you hold a temporary or permanent residence permit in one of those countries;
- you are named on a sanctions list, including: - the United Nations Security Council Consolidated List; - the Specially Designated Nationals and Blocked Persons List of the US Treasury's Office of Foreign Assets Control (OFAC), and other OFAC lists that block property; - the EU Consolidated List of persons, groups and entities subject to financial sanctions; - the UK Sanctions List; and - any similar list kept under laws that apply to us, including those of St. Vincent and the Grenadines;
- you are owned 50% or more, directly or indirectly, alone or together, by one or more persons described in point 4, or you are otherwise controlled by any of them;
- your property is blocked under sanctions law even though you are not named on a list. Examples are the Governments of Cuba, Iran, North Korea and Venezuela, including their agencies and the entities they own or control; or
- you act for, on behalf of, or for the benefit of anyone described above.
You are also a Restricted Person if your use of the Services would break sanctions law that applies to you or to us.
2.3 Restricted feature
A restricted feature is a feature we switch off in a Tier 2 location (section 4). The rest of the Services stays available there.
3. Tier 1: no access
We do not offer the Services to anyone who is located in, or ordinarily resident in, the places below, and we block access to the Interface from them.
3.1 Sanctions and financial-crime risk
| Place | Why |
|---|---|
| Cuba | Comprehensive US sanctions |
| Iran | Comprehensive US sanctions, and UN, EU and UK sanctions |
| North Korea | Comprehensive UN, US, EU and UK sanctions |
| Crimea and Sevastopol | US, EU and UK sanctions on the whole region |
| Donetsk and Luhansk regions of Ukraine | US, EU and UK sanctions on the areas outside the control of the Government of Ukraine, including the so-called Donetsk and Luhansk People's Republics. We treat both regions in full as Tier 1. |
| The parts of the Kherson and Zaporizhzhia regions of Ukraine outside the control of the Government of Ukraine | EU and UK sanctions on these areas |
| Russia | Sanctions, including EU bans on providing crypto-asset services to people and companies in Russia |
| Belarus | Sanctions, including EU bans on providing crypto-asset services to people and companies in Belarus |
| Myanmar | On the Financial Action Task Force (FATF) list of high-risk jurisdictions subject to a call for action, and subject to targeted sanctions |
| Syria | Our precaution. Syria is no longer under comprehensive sanctions, but the changes are recent, and some sanctions and export controls remain. We will review this before mainnet. |
We list the Ukrainian regions because of sanctions on areas outside the Government of Ukraine's control. This is not a judgement about the people of Ukraine. The rest of Ukraine is not in Tier 1.
3.2 Our regulatory choices
| Place | Why |
|---|---|
| United States and its territories: Puerto Rico, Guam, the US Virgin Islands, American Samoa, the Northern Mariana Islands and the US Minor Outlying Islands | US financial regulation |
| Ontario, Canada | Ontario securities rules on crypto platforms that offer leverage and derivatives |
The United States. We do not offer the Services to US Persons, wherever they are. We block access to the Interface from the United States and its territories, and we do not market the Services there. Section 5 explains how we enforce this.
Canada. Only the province of Ontario is in Tier 1. Elsewhere in Canada you can use Vanna, but Predict is switched off (section 4).
4. Tier 2: features that are switched off
In these places you can use Vanna, but not the features listed.
| Where you are | Not available | Why |
|---|---|---|
| United Kingdom | Perps, Predict, referral rewards and Copilot | UK rules ban selling crypto derivatives and binary options to retail customers, and ban incentives such as refer-a-friend bonuses in cryptoasset promotions. Prediction markets also need a UK gambling licence. Our Testnet & Rewards Terms explain the referral limits. For Copilot, see below. |
| European Union and the EEA: every EU country, plus Iceland, Liechtenstein and Norway | Predict and Copilot | EU regulators treat many prediction-market contracts as binary options, which are banned for retail customers, or as gambling, which needs a licence in each country. For Copilot, see below. |
| Switzerland | Predict and Copilot | Swiss authorities treat prediction markets as gambling and block unlicensed sites. For Copilot, see below. |
| Canada, outside Ontario | Predict | Most Canadian provinces ban short-term binary options for individuals, and Canadian regulators have said that no prediction market is authorised in Canada |
| Ukraine (outside the Tier 1 regions). Australia, India, Indonesia, Japan, mainland China, New Zealand, Singapore, South Korea, Taiwan and Thailand. Argentina and Brazil | Predict | Authorities there treat prediction markets as gambling or as restricted financial products, and several have blocked prediction-market sites |
Copilot. Copilot is not available in the EEA, the UK or Switzerland. This is our choice for now, while we review how the rules there on AI systems and financial services apply to it.
If a feature is switched off where you are, we switch it off across the Interface, including our APIs and MCP server. You must not use it in any other way, for example through an AI agent or another person.
Third-Party Services, such as the venues our features connect to, may also restrict your country. Their rules apply on top of ours.
A place missing from these lists does not mean that a feature is lawful there. You are responsible for checking the law where you are.
5. How we enforce this
No single check is perfect, so we use several together.
5.1 Location checks
We restrict access to the Interface from Tier 1 places by IP location and other technical measures we may use. We restrict Tier 2 features in the same way. Our legal pages, including this one, stay available everywhere.
Our Privacy Policy explains how we use your IP address for these checks. Location checks can be wrong, so we also rely on your confirmation (section 5.2) and on our Terms. Passing a check does not make you eligible if you are a Restricted Person.
5.2 Your confirmation
When you sign in or connect a wallet, we ask you to confirm that:
- you are not a US Person or any other Restricted Person;
- you are not located in, or ordinarily resident in, a Restricted Jurisdiction; and
- you are not using a VPN or any similar tool to get around these restrictions.
We keep a record of your confirmation.
5.3 Our Terms
Our Terms of Use prohibit US Persons and other Restricted Persons from using the Services. They also prohibit anyone from using the Services for, or on behalf of, a Restricted Person, and from getting around our restrictions. If you break these rules, you do so at your own risk, and you bear the consequences, such as losing access to the Interface and your Points.
5.4 No VPNs or workarounds
You must not use a VPN, proxy, Tor or any other tool to hide or change your location, give false information, or use someone else's wallet, profile or device to get around these rules. We may use technical measures to enforce them.
5.5 No marketing to Restricted Jurisdictions
We do not market the Services to people in the United States or in any other Restricted Jurisdiction.
5.6 When we learn that someone is restricted
If we learn that a profile, wallet or Account belongs to a US Person or another Restricted Person, or is used for one, we restrict the Interface for it. We may also:
- restrict the Interface for their other wallets, Accounts, profiles, email addresses or devices;
- void their Points under the Testnet & Rewards Terms;
- ask for information to confirm where they live or who they are; and
- keep records and report to the authorities where the law requires.
5.7 Wallet screening
We plan to screen wallet addresses used with the Interface against sanctions lists and blockchain risk data from mainnet. On Testnet, we may check addresses against public sanctions lists.
5.8 What a block does not do
A block applies to the Interface. The Protocol is a set of smart contracts on public blockchains, and it does not check where you are or who you are. We cannot stop a person from interacting with those contracts directly, outside the Interface. Doing so does not make it lawful for a Restricted Person, and our Terms still prohibit it. On Testnet, Testnet Assets have no value and may be reset.
5.9 If you think we got it wrong
Location checks and screening can make mistakes. If you believe you have been blocked in error, email hello@vanna.finance, and a person on our team will review it. We may ask for evidence of where you live, and we may still decide not to restore access where the law or our risk policies require.
6. If your situation changes
- If you travel to a Tier 1 place, do not use the Services while you are there.
- If you move to a Tier 1 place, or you become a Restricted Person, stop using the Services straight away.
- If a feature becomes restricted where you are, stop using that feature.
Read our Risk Disclosures for what can happen to positions if access changes.
7. How and when this list changes
- Review. We review this page at least every three months, after each FATF plenary meeting, and whenever sanctions or relevant laws change.
- New sanctions can apply at once. A new sanction can apply as soon as it is made, before we update this page. We may block access without notice to comply.
- Other changes. We update this page and its "Last updated" date. Where we reasonably can, we also give notice in the app or by email before we switch off a feature you use.
- We may go further. We may add places or features to these lists, or remove them, for legal, regulatory or risk reasons.
